If you do not create a default home page in a new directory (i.e. index.htm, etc.,) the directory (or folder) defaults to not display the contents of the folder. Directory listing is off in other words. You can always over ride the system wide setting through the file manager within cpanel. Right click the folder you wish to change and select MANAGE INDICES and select accordingly.
